Paul F. Lucas is an accomplished agricultural professional and regional leader with extensive experience in agricultural research, natural resource management, climate resilience and agricultural development. Mr. Lucas has built a distinguished career with the Caribbean Agricultural Research and Development Institute (CARDI), serving as a professional scientist demonstrating leadership across the region. Notably, he served as CARDI Country Representative for Antigua and Barbuda and Montserrat, before taking up responsibility as CARDI Representative in Grand Cayman. He also previously served as Officer in Charge of CARDI’s Barbados Unit. Across these assignments, he managed technical and administrative programmes, supported farmers, strengthened partnerships with governments and regional and international organisations, and contributed to initiatives aimed at advancing agricultural production and resilience.

He holds a Master of Science in Natural and Environmental Management, specialising in Water Resource Management, and a Bachelor of Science in Environmental and Natural Resource Management and Agricultural Science from The University of the West Indies. His professional development also includes specialised international training in irrigation and water management, soil and water management, crop modelling, project management and agricultural production technologies.

With a career grounded in science, leadership and service, Mr Lucas has developed a strong reputation for building partnerships, supporting agricultural communities and advancing practical solutions to strengthen Caribbean agriculture.
