Marlen Rubio D’Arce

Marlen Rubio D’Arce is Programs Director at Heifer International Mexico and an agrifood systems leader with more than 18 years of experience spanning public policy, market development, public-private partnerships, and rural development. She leads a portfolio of regenerative and inclusive programs across southeastern Mexico, helping smallholder farming families (particularly women farmers) strengthen their livelihoods, leadership, climate resilience, and access to markets. Previously, she served as Director of Trade Promotion at Mexico’s Ministry of Agriculture. She holds a degree in International Trade from Tecnológico de Monterrey and executive education in agrifood management from IPADE.
