Director General

Dr. Manuel Otero, a national of Argentina, was elected Director General of the Inter-American Institute for Cooperation on Agriculture (IICA) in 2017 and re-elected unanimously in 2021 for a second term through 2026. Under his leadership, IICA has strengthened its role as the agricultural agency of the Americas, supporting 34 Member States in advancing food security, sustainability, and rural development. Otero championed the creation of the Interpretation Center for Tomorrow’s Agriculture at IICA Headquarters in Costa Rica, promoting innovation and engaging over 15,000 visitors annually. The Center, supported by public-private partnerships with companies like Microsoft and Bayer, highlights the role of modern agriculture in addressing today’s challenges. A strong advocate for farmers and ranchers, Otero has defended their environmental stewardship and vital role in global food systems. He participates actively in international forums, writes regularly for Latin American and European media, and has published extensively on trade and agricultural policy. Dr. Otero holds degrees in Veterinary Sciences (UBA), Animal Production (CATIE), and Agricultural Development (University of London). He has received multiple honors, including the Paraguay National Order of Merit and an Honorary Doctorate from CATIE, and serves on global food and water security councils.
