Assistant Deputy Minister for the Americas and Indo-Pacific Relations

Since May 2024, Ms. Marie-Claude Francoeur has led Quebec’s relations with the Americas and the Indo-Pacific in her capacity as Assistant Deputy Minister at the Ministry of International Relations and La Francophonie (MRIF).

Prior to this appointment, she served as Quebec’s Delegate in Boston, United States, where she spent ten years helping strengthen trade, institutional, and governmental relations between Quebec and the New England states.

At the MRIF, Ms. Francoeur also served as Assistant Deputy Minister for Policy and Francophone and Multilateral Affairs from 2009 to 2012, and as Chief of Protocol for the Government of Quebec in 2011 and 2012.

Ms. Francoeur has dedicated her career to public service and diplomacy, helping advance Quebec’s strategic and economic interests internationally. She has contributed to the implementation of public policies and international partnerships that have generated tangible economic and environmental benefits for Quebec. Her career has been marked by the advancement of major initiatives, including the Quebec–California carbon market, hydroelectricity exports, and the development of infrastructure promoting sustainable transportation in North America.

Her work has also helped Quebec businesses gain access to the US market. She has supported companies and business leaders across a range of sectors, including energy, clean technology, transportation, agri-food, and manufacturing.
